On the directions on the back of a box of a cake mix, they tell you to user a mixer. On the back of a brownie box they tell you to stir it. Why?
Why on baking a cake do you have to use a mixer but on brownies you have to stir?

The previous answers are correct about beating adding air, etc… and the fact that you can use a wire whisk on the cake and it’ll be just fine, your arm may poop out but………………anyway, there is also the fact that the brownie mix is much thicker and thus hard to get a mixer to flow easily through it. You can try, using a mixer won’t hurt the brownies.
because when you make a cake , you want it to be fluffy and when you whip it with a mixer, you’re catching air into the mix
but with brownies, you want them to be thick and as little air as possible so you just stir ^_^
You don’t have to use a mixer. Plenty of times I didn’t have one, and things turned out fine.
The air introduced to the batter is far greater with a mixer, given the bigger blade, the more consistent speed, etc. This helps the cake rise. Brownies aren’t supposed to rise as much, and so not as much air should be brought into the mix. You will notice that brownies are much more dense than a cake, hence the lack of air bubbles. You could mix a cake mix, but for much longer and harder than a brownie mix. The mixer is just far more convenient.
cake mix is suppose to be blended in throughly and brownie mix is not, it needs to be a little bit lumpy
