I’m not sure how a movie would turn out, but they’ve done it with a lot of other comics/cartoons/etc.

Well you have to realize that real people look extremely different than an anime character. Obviously they could use a lot of makeup, wigs, and graphics to make them look so much like the character, but it still would be weird. If they could do all this, here’s my opinion on who should play the Inner Scouts and Tuxedo Mask:
Sailor Moon – Hilary Duff
Tuxedo Mask – Ewan McGregor
Sailor Mercury – Alyssa Milano
Sailor Mars – Megan Fox
Sailor Jupiter – Hayden Panettiere
Sailor Venus – Lindsay Lohan
Queen Baryl – Cathrine Zeta-Jones
